Commission creates a Single Information point for Radio Spectrum Print E-mail
On May 16th, 2007, the European Commission (EC) adopted a Decision harmonizing information on spectrum use across Europe.

The decision specifies concretely the “format and level of detail” of information Member States should provide. This should foster “greater clarity” and thus facilitate industry in making informed business decisions, stimulate investment, and, ultimately, boost secondary trading of spectrum rights. These objectives are in line with the broader objective for the creation of “a single market for devices using radio waves”, as well as with the EC’s “more market-based spectrum management” approach.

By setting the guidelines for “a single information point” containing “comparable and accurate” data, the EC hopes also to change the current situation, i.e. Member State-based information, with different format and scope; the EC considers that this lack of coordination can “harm business by delaying investment and decision-making which impacts on Europe’s internal market for telecom products and services”. 

The European Radiocommunications Office’s Frequency Information System (EFIS), which already contains information on spectrum allocations and applications, was chosen as a good basis for further enhancements to cover the full scope of the Decision. In addition to information on spectrum allocations and applications, which is already provided by EFIS today based on input from a majority of Member States, the Decision requires all Member States also to upload important information relevant for equipment manufacturing (so-called Radio Interface Specifications) and for identifying current licensed spectrum users (so-called Rights of Use).
