The EC might rethink the removal of relevant markets from the Telecom Package - 18/09/07 Print E-mail
On September 14th, 2007, several newspapers wrote that the European Commission (EC) might not exclude all 10 markets suggested in the Draft recommendation of the Telecom Package.

The review of the Telecom Package appears to be a difficult process in need of various revisions. The Recommendation (2003/311/EC) of the original Telecom Package listed 18 relevant markets subject to ex ante regulation. In 2006 the Draft Recommendation (SEC(2006)837) suggested to reduce the markets to 12, and the last Draft recommendation  proposes the markets to be reduced to 10. However, after a meeting on September 12th, 2007, with different National Regulatory Authorities (NRA) they expressed that three of the supposedly excluded markets should remain on the list.

Market 10 (transit services in fixed telephony network), market 14 (certain segments of whole sale leased lines) and market 18 (broadcasting transmission services) still needs regulation according to the NRAs. The EC has shown to be willing to take the NRAs arguments into consideration, especially concerning market 10 and 18.
