Harmonisation of the 2500-2690MHz frequency band for WAPECS - 13/06/08 Print E-mail
On June 13th, 2008, the European Commission (EC) adopted a decision on the harmonisation of the 2500-2690MHz frequency band for systems capable of providing electronic communication services.

Since technological neutrality and service neutrality have been underlined by Member States (MS) as important policy goals to achieve a more flexible use of spectrum, the EC has designated the 2500-2690MHz band for systems capable of providing any electronic communications services. This is an important element to address the convergence of the mobile, fixed and broadcasting sectors and reflecting technical innovation. The services provided in this frequency band should mainly target end-users access to broadband communications, and to a large extent be pan-European.

The European Conference of Postal and Telecommunications Administrations (CEPT) has reported on least restrictive conditions for frequency bands addressed in the context of WAPECS (Wireless Access Policy for Electronic Communications Services),  appropriate to manage the risk of harmful interference within as well as outside of national territories. It introduces the concept of Block Edge Masks (BEM), regulatory requirements (technical parameters) aimed at managing the risk of harmful interference between neighboring networks and without prejudice to limits set in equipment standards. The designation of the 2500-2690MHz band in accordance with the results of the CEPT’s mandate recognises the fact that there are other existing applications.

According to the Decision, MS shall designate and subsequently make available, on a non-exclusive basis, the 2500-2690MHz band for this type of services, and give appropriate protection to systems in adjacent bands. The technical parameters called BEM shall be applied as an essential component of conditions necessary to ensure co-existence in the absence of bilateral or multilateral agreements between neighboring networks (in compliance with the parameters set out in the Annex of the Decision).

Finally, MS shall keep the use of this band under scrutiny and report their findings to the EC to allow regular and timely review of this Decision.
