The Romanian Association for Audiovisual Communications (Asociatia Româna de Comunicatii Audiovizuale - ARCA) was founded in 1990 as a non-for-profit, independent, non-governmental organisation.

The members of the Association are the major radio and television broadcasters operating in Romania, under licenses issued by the National Audiovisual Council (NAC).

Currently, ARCA includes 61 broadcasting companies, with a total number of 223 stations (65 TV stations and 158 radio stations), some of them with national coverage.

ARCA's aims are to maintain and develop a favourable climate for audiovisual businesses, by representing the interests of the Romanian broadcasters in their relationship with the legislative and executive institutions.

The association was involved in the drafting of the audiovisual and copyright legislation and in the radio spectrum management. ARCA also expressed its standpoints on the proper implementation of the audiovisual legislation and proposed updates of the secondary regulatory framework, in accordance with the "acquis communautaire" and the evolution of the audiovisual domain.

ARCA conducted negotiations with copyright owners' organizations in order to set up regulations needed for the implementation of copyright legislation. ARCA also established agreements with the collective societies which aim to foster the implementation of the legal framework by providing incentives for both users and copyright owners.

ARCA takes part, as an advisory body, in the discussions of NAC concerning the audiovisual policy.

ARCA is a member of the National Association of the Broadcasters' Association Exchange Membership Club (set up by NAB-USA) .

ARCA joined AER in 2004.
